Manipur is the first state in india to have a law specifically on mob lynching. It clearly describes that mob lynching can take place only because of the careless attitude of the public officials such as police men and holds them accountable and responsible for this. It has a provision of 1-3 years jail term and a fine of rupees 50000 or both if there is mob lynching in any police men's area. Moreover it also provides for the rehabilitation of the victim such as providing pensions to the victims & their families and helping them to resettle in another area thus enabling them to escape from the social and economic boycott which is prevalent after the mob lynching
UAPA amendements in 2019 to designate an individual as terrorist in the national interest could be good provided it is not misused for the personal gains . Pros : Integrity of nation Safety and security Con: there would always be a conflict of interest on the part of governments to influence the decision of security agencies to designate terrorist who are against their rule. But at the time of grave threats from different faces of terrorism be it ideological,cyber threats,smuggling ,political gains,lobbying,money laundering etc ...terrorism is not confine to terrorising public with violence but every sphere of lives under threat now so the decision yields better outcomes if it is managed under guidance from inter organs of the state ...

Please kindly review: Q-1 The Unlawful activities prevention act, 1967 is a primary legislation against terrorism. The government declared its stand of ‘zero tolerance policy’ against terrorism post Pulwama terror attacks in February, 2019. To further strengthen their view, the government has come up with various amendments to the UAPA Act, 1967. Benefits of the proposed amendment: + To designate an individual as a terrorist. + to help India send a symbolic message against terror groups and terror elements. + the bill is in alignment with laws in EU, UN, USA, etc. + help India strengthen its view at international level such as at the UNSC 1267 sanctions committee + It will eliminate all the ambiguity in labelling an individual as a terrorist as the proposal will come from multiple security agencies( NIA, IB, CBI, RAW). But there is a chance of grave misuse of this law against the citizens of the country: + The term “unlawful organisation” is broad and subjective. + Also, the term “membership” in the terrorist organisation is not clearly defined;{ any person possessing mere literature or books can be arrested }. + It targets sympathisers of banned outfit though not directly involved. + It does not allow for judicial proceedings to an individual. These anti-terror clauses needs to be implemented in a true spirit and also the security officials should not treat an individual ruthlessly in the name of protecting nations security and territorial integrity.

UAPA was introduced in 1967 with an objective to make power available for dealing with the activities directed against the integrity & sovereignty of India. it was further amended in 2004, 2008, 2012 which further strengthened its power. The UAPA amendment bill, 2019 which prime focus to provide special procedures to deal with terrorist activities, individuals & groups that foster terrorism in India. ## why needed...??? 1). Increasing terrorist activities. 2). big push to Indian internal security machinery in combating terrorism. 3). incorporation of new provisions in line with the global changing trend i.e addition of International convention for suppression of acts of nuclear terrorism. 4). platform to designate as a terrorists at national level and can act as a bridge to reach-out to the global forum in terrorism related issue. ## Criticism; 1). Misused by govt. in future. 2). unfairly targets of social activists. 3). Strong chargesheet which is the version of police can denied the Bail provision under sec 430(5). 4). Empowering NIA to seize state property without judicial scrutiny would amount to violation of federation. lastly, a responsible govt with a strong political will and keeping in mind of basic human rights can guide to a strong UAPA and keep peoples faith intact which will further boost in tackling the menace of terrorism.
To fetch better mark, no need of giving philosophical thoughts which is there in intro. Save it for essay. Just start with the second paragraph that will be the best intro. Increase the amount of content. Like: social impact, communal harmony, naxalism, condition of terrorism:Pakistan Myanmar, how world is dealing with it, as mentioned in the video about the designating individual as tourist in several countries in example. etc. By the way nice try. Indian government always demand UNSC will be declared terrorist of mazud azar, Hafiz Sahid but Frist problem is that we have not declared as a terrorist in him in own country UAPA act 1967, is not allowed individual terrorist.
