When I was in Turkey, there were so many stray dogs that every encounter we make them, ny sister feed them and she always carry treats for these strays.
I have a neighbor who has a dog chained to our fence. The chain is no more then 4-5' long which only allows the dog to hide in a wooden crate with slats missing that doesn't shelter it from the rain. Every rain the dog howls in misery. When the dog cries out - the owner comes out and beats it with his fist! I can"t defend the animal without being put in jail. I'm a mere foreigner!
Above even people, the hardest thing for me to see is the condition of the dogs. They don't have the ability to provide for themselves in the way humans do. They are so dependent on us and we do a very sad job of stepping up.
So true. Domesticated animals depend on humans. I've always reminded my children of that. Reality - we can't solve the pain of the PI. In this story-(1) point for the 4 legged creatures!

There must be a program where a animal shelter can be set up or humane society. By the gov$#!m#$ < I think not. Doesn't even exist for humans. Just thinking out loud.

I carry dog food wherever I go and buy baboy bones for the dogs every time I go to the market.
