It's never a foul unless the player with the ball loses possession OR gets knocked to the ground
It’s just a swat. Technically it’s legal so long as its towards another player’s arm.

you , I would say are getting mixed up thinking of advantage ie if your fouled but actually puts you in a favourable position , chance to score the ref will let it play on, but if no significant advantage is gained then ref will call the free kick back
