I follow another Firefighting account called "Brandweer Lunteren", from The Netherlands, and I saw they often not wear seat belts while driving to an incident scene as well, so maybe this is a thing all over the world.

It is also the reason why a traffic enforcer at an intersection will prioritize fire trucks. It doesn't matter if you're an official from another country, like a President, ambassador, diplomat, etc. Even if your escort is on high alert, it doesn't really change anything.
