Incredibly clear elaboration on the charters by Rinpoche.How comes the Chitue chairperson fails safeguard such disasters from happening without knowing the nuisance of the constitution.There should be criteria for future MPs to pass entry level jurisprudence examinations to be able to work within the framework of Tibetan constitution.A robust functioning constitution is the basic foundations of every governance.That’s what made America so great and powerful.

2020 was not a normal year - host country was struck with national disaster. Covid -19 pandemic is declared by WHO as national & International disaster related to human health safety. I’d appreciate if the question is asked in context of national disaster - Rinpoche’s advice & suggestion in regard to decision of postponing the session. All of us know it has to be done twice but in an emergent national disaster which as of today one MP was found Covid - 19 positive after the session got over. What provision is there but to postpone since calling the Chithue’s were impossible under the given clause & article looking at the gravity & rise of Covid 19 positive cases in Sep., October & so on till March 2021 situation isn’t under control as we are now facing 2nd or 3rd wave but to postpone sine dine till national disaster comes under control & how can TPiE play the moral responsibility in mitigating the disaster which is the moral responsibility of all three pillars & not of Kashag alone. Both TSJC & TPiE knows the Charter clearly & so does TSJC, we don’t need workshop on these articles. What I as an ordinary citizen wants to know what provision is there in Charter to help my elected representatives make a decision to rise above their normal duty in this time of national disaster where one has to think of public health safety & safety of the health of the HH the Dalai Lama who resides in Dharamsala which is blessed by presence of HH and we proudly call it བཞུགས་སྐར། this context is so important & if the questions asked as if all was well & being in a normal situation, Rinpoche’s explanations are agreeable & valid. The crust of the question that we have to prove is how TSJC penalize the Standing Committee who has been driven to postpone in context of the national disaster not because they didn’t know Charter? In this context does it fall under dereliction of duty which made the TSJC to penalize or is it a duty above & beyond the call of their regular duty? As we know in all countries where leaders who rose above their normal duty & have creatively as well as out of box worked in dealing the new normal situation is lauded & praised but ironically in Tibetan Community one is penalized & is forced to do the routine duty which puts in risk the health of the community & residents of Dharamsala where HH resides. It pained to know that the context is ignored deliberately to prove TSJC is right. This is the thin line that can say Standing Committee rose above their normal duty to protect & safeguard the public health & health of HH the Dalai Lama & joined in the endeavour with Kashag to mitigate the disaster. There is no other intention but to serve the community in times of such national disaster as people’s representatives & not sit back with arrogance. It is sad the CONTEXT which has pushed to make the decision is not asked anywhere in the debate but questioning the articles/clauses for a normal political situation & Rinpoche dutifully answered that which all of us know & is clearly written in the Charter. There is no problem understanding them except in the new normal context how to act is missing in the Charter.

The Tibetan medias have reached out to Speaker Pema Jungney many times to have his views but he refused to give an interview. That’s means he knows that he took a wrong decision. Otherwise there is no point of hiding from the media if you have the truth. More importantly he misled the parliament and other Chithues followed by his baseless accusations. He should step down from the Post of Speaker and Chithues voluntarily if he is a true mass leader.
@@youngdoungtenzin5991 I know that they tried to interview but rejected many times. Still need to interview him at any cost and let him apologize to public. Today Pema jungney la resigned from his position. That is a positive sign of development but only resignation will not clear the disturbance caused by them. He have to give explanation to general public.
