We never actually figure out who the phantom was. They were a regular imposter that I assume had the same powers as Judah. I thought it was Mary, she wasn’t seen the whole game but was in the last video. All of her planning and “acting” dumb could have been reversed when struck by lightning, like Izzy from TDI when she hit her head. Would be a great redemption arc imo. It would have been also super cool if Shiloh had lost that way we would meet the phantom character more. Like it was from a raelo that was destroyed/abandoned like Bill Cypher and they do evil on purpose to hide their shame on something they did on accident. Or they are an active member of the agency and can control their phantom powers for evil. Edit: William is also a good option
