Caladiums are tuber plants and can only be propagated by dividing the potato-like tuber in the soil. If you grow them this way they will never push out new stems and just be 1 leaf forever.

Probably the water fertilizer to provide nutrients
A leaf pulled from the base, with its full stem, can root in water too. You don't need special products.
Change the water twice a week. After the roots have grown 3 inches+, pot it ( with a stake to hold the stem ) and grow it like a normal Caladium :
Don't over-pot ( it would stay wet too long after watering ). Don't burry the base too deep, about an inch below soil surface. Temperatures should be 15°C - 30°C. ( 10°C night lows are fine, bring inside for the night if below that. )
If outside : some morning Sun, bright shade the rest of the day. Avoid windy spots, it damages / breaks leaves.
If inside : east or west facing window with sun ( your window glass attenuates the Sun ), 50% air humidity, water the plant when the top soil is dry, don't wait the whole depth dries, only the first inch, and don't let water sit in the dish after watering ( causes rot ).
Fertilize twice a month with an all-purpose fertilizer ( 20 - 20 -20 ) at the dilution prescribed for indoor plants.
Leaf propagation is difficult in northern climates because the baby often don't have time to grow a tuber before the warm growing season is over. You can keep it indoors and try to skip dormancy by adding artificial light in the Automn.

As per your method, using (one) leaf for propogation in water, does it create other leaves? Or does it stay as just one leaf with roots?

In terms of light, caladiums do best in filtered sunlight or partial shade. Too much direct sunlight can scorch their leaves, so it's important to provide some shade during the hottest part of the day. They can also be grown in full shade, but this might result in the colours of the leaves being less vibrant.

Eu acho os caladiuns muito bonitos mas depois eles desaparecem.
É porque em locais com inverno frio eles entram em repouso vegetativo. Eles são nativos de florestas tropicais, gostam de calor
Eles não desaparecem, só vão dormir. Depois, quando o calor regressa, eles acordam e voltam a ter toda a beleza. Em interiores, se a casa não for muito fria, eles nem entram em dormência
