I will say that if someone plays three or more matches queued with a cheater then they should be banned.

we literally have no control who we are queued with unless we are in the same squad. now if they are in the same squad as someone then yes they should be banned with the cheater cause more than likely they are friends and know the person is cheating. but if the system keep queuing me with this same random, that i don't even know and they are cheating then why should i get banned? I have been queued with the same people a few times in a row so its deff possible to play with a random like 3 or 4 times
