Shin's regeneration and evolving depends on it's opponent. So if he fight with Godzilla once, don't dare to call him a rematch. By that theory, shin can defeat Ghidorah.
And then he can possibly evolve to counter something specific, which would allow him to evolve to become more powerful and a better fighter than ghidorah
