Wise choice, mirror! Maleficient is my favorite Disney villain as well. But I agree with those that brought up Frollo. He certainly was a bad one, BUT Maleficent has something no other villain has and that is the ability to turn into a dragon. AND she can do magic too. So I agree with the mirror on this one.
I am a Maleficent fan and yes she is the only one who can transform into a dragon. But, if transformation is the topic, the Evil Queen and Jafar are also experts at that.
The Ringmaster acts like a villain in Disney Villains Revenge, and that is the point.
I wouldn't say that maleficent is most evil villain in all of Disney.

I think Scar is the evilest villain of all. Maleficent are may the most popular villain of all, but wanting to kill your own family members is more than anything.
Scar first being very angry when his nephew don't dies, but then he comes on a very better idea, to kill his own brother, and also with succeding, and all that just because he wants to role over the pride.
And he don't like the hyenas either (well, Maleficent calls her raven "my pet", Ursula calls Flotsam & Jetsam "babies", Lady Tremaine loves Lucifer and Ratigan calls Felicia "my baby").

In my opinion, Scar is the most evil. He did not only kill his brother out of jealously, but tried to kill his nephew too. Scar's death was appropiate, and im glad Zira and Kovu continued the family tree

I agree about most of them, except King Louie! I don't consider him as a villain, i know he kidnaps Mowgli, but he is never truly evil or threatening like Shere Khan or Kaa and too lighthearted to cause any harm, and in "Talespin", he is Baloo's pal, to not mention the "Jungle Cubs: Born To Be Wild" cutscenes, in where he is the narrator, he also have a twin brother "King Larry" who appears in "House of Mouse", he is exactly like him.
The only villainous King Louie is the one in the 2016 remake (a creepy movie) in where he appears as a Gigantopithecus.

Well, my favorite Disney villains are Maleficent, Jafar, Scar, Shan Yu, Queen Narissa, Horned King, Dr. Facilier and Oogie Boogie.
When it comes to the dynamic duo, Dr. Facilier and Oogie Boogie, because these two go together, have a lot in common.

As a real Disney-Fan i need to defense of King Louie, John Silver and Bruce, and say i don't consider them as villains.
I know King Louie kidnaps Mowgli, but he is never truly evil or threatening like Shere Khan or Kaa and is too lighthearted to cause any harm. He is a nice and jazzy character who is Baloo's pal, which proofs in "Talespin", to not mention the "Jungle Cubs: Born To Be Wild" cutscenes in where he is the narrator, and he also have a twin brother named King Larry who appears in "House of Mouse" and is exactly like him. So for me, he is just as little villain as Baloo is.
John Silver reforms at the end of the movie as he saves Jim's life.
(If you want to see a villainous John Silver, check out "The Muppets Treasure Island")
Bruce never wanted to eat Marlin & Dory, as he just gets relapse when he smells blood and he reforms at the end (it's just like when Nala chases Pumbaa in The Lion King).

Okay, not knocking Maleficent, she's a strong runner up, no doubt about it. Chernabog, however, should have rightly so taken the number one spot, considering he IS THE DEVIL. He's literally the EVIL INCARNATE! Every villain on this roster has been inspired by him. He doesn't need a reason or motivation to do the fucked up shit he does with souls, he just does it, because he can and rather enjoys it when he's banishing them into eternal suffering. Idk, that's just my thought on the matter. Chernabog is #1 for me.

BTW, Bruce, Zurg and Silver aren't villains. Darla, Stinky Pete and Scroop are (as other fans have already pointed out) unless you count "Buzz Lightyear: Star Command: The adventure Begins" but not Toy Story 2. Also, you missed Judge Doom, the weasels are just Doom's henchmen. And we all know by now who the villain in Frozen is.

Popular doesn't mean evil. Maleficent is known as the most evil villain just because people know her and she's iconic. She makes a 16 year old girl prick her finger on a magic spinning wheel? Oh shit, that's dastardly. Definitely Scar, who kills a young cub's father, about a few months old, not to mention also his brother, then tricks the cub into believing it was his fault, and tells him to run and leave everything behind, that his mother would hate him if she found out, and when he returns, he tries to KILL him! Did I mention, he's also the cub's uncle? Yeah, that won't beat spooky spinning wheel that inflicts the effect of *being tired*

But they are classed logically as villains. In the Disney world, we have usually two category of characters. It's not complicated it work as the mind of the kids stereotypes.
In case you haven’t noticed, Prince Hans who on the dance he’s a handsome charming prince when he turned out to be an evil prince 🤴. Plus there’s some new villains in new Disney and Pixar movies like Dawn Bellwether from Zootopia or Jackson Storm from Cars 3.

1. If you are going to include the Big Bad Wolf, why not include the Three Lonesome Ghosts
2. The package films are barely in here. Villains include the Toy Bull (The Three Caballeros), the Wolf (Make Mine Music), Willie the Giant (Fun and Fancy Free), The Rustlers (Melody Time), maybe Aconcagua (Saludos Amigos), and Mr. Winkie (The Wind and the Willows).

4. The Toon Patrol are not the main villains of Who Framed Roger Rabbit, it is Judge Doom who is.
5. Zurg is not an actual villain, Stinky Pete is the main villain in this scenario.
6. John Silver is not an actual villain but rather on the Anti side because he has an actual bond with Jim Hawkins. The real villain is Scroop for killing Mr. Arrow and nearly killing Jim Hawkins.
7. Bruce could be a villain but rather comes off as a bully. Darla would also be a villain since this is Oppenheimer standards in perspective of fish. Bruce just does no harm and there is a photo with Darla where she killed a fish!
8. Why are you using two villains for Cars 2? Miles is clearly the main villain but why is Zundapp there? Zundapp is just a henchman in this situation. Also having two villains destroys the whole point of one villain per movie! If that is the case, WHERE IS MA BOI KAA!?
9. Winnie the Pooh (2011) is not here so the villain there would be the Backson.
10. Duke of Weselton is not the main villain, Hans is the main villain.
11. Fantasia 2000 is not here and the main-ish villain would either be Firebird or Jack in the Box.

I’d like to make an argument that Chernabog is the most evil. I mean, he’s Satan, the embodiment of evil. He’s seen to take glee in the suffering of his own minions, picking them up and then throwing them into a pit of fire or turning them from beautiful women into disgusting pig like creatures. Also, unlike the other villains who seem to have some kind of motive, Chernabog just wants too cause evil just for the sake of it. That’s pretty damn evil.
