Orson Welles was born in Kenosha, Wisconsin, but was trained to speak in that strange, clipped Mid- Atlantic accent so many Hollywood actors in the 1930s adopted to sound posh.

Acting means to copy, make things up, adapt other sounds and mannerisms. Dont hear Wisconsin accent in California.
