In north home state quota is very high. Like in my College jadavpur its 90% reserved for home state quota. If there was no home state quota everyone would be here.

Suppose if i get into a college through comedk and left college when i got a better seat next year through JEE, then do i have to pay complete 4 year fee or i can left after paying just for 1 year i studied.
I know this might vary college to college but just give me some example of colleges which do not force to pay complete fee.
No college can force you to pay entire 4 year fee . Many court judgements have established this .
