Depends on the cereal. If the cereal gets soggy fast you put milk first so crunchy flakes stay above the milk. Vice Versa for cereal that doesn't get soggy fast. Cereal first

Some chef at some hippie spa (Think it was called Shangri-La) in south florida came up with it. I can imagine the two together plain, but man that's a lot of mush. Maybe on a cracker.

When I was 10yrs old, I went to a Music Camp at a college for a week. Needless to say a bunch of kids set free on a college campus, very few went to the seminars. But the best was the cafeteria....every morning I ate Froot Loops with Sprite, lunch were crazy cold cut, cheese and condiments sandwiches...
