If orbital gas is meant to fill the same niche as napalm of prolonged area denial dot, it needs more oomph to be a sidegrade.
I dont think duration is a good solution because it's already a little frustrating to not be able to advance through it; and it actually does decent feeling damage at the moment.
If it had a slow effect, a blinding effect, or if the corrosive effect lowered armor either permanently or even during the duration, I think that might be enough.
Of course, having either a gas proof or fire proof armor would be amazing
