Premier League's double standards?

Over the last few days, weeks and even months, we have seen that different clubs in the Premier League have been treated differently by the league.
On one hand, we saw the league punish clubs like Everton and Nottingham Forest strictly, while on the other hand, it appears that clubs like Manchester United and Chelsea are dealt with somewhat leniently.
Is the price for ambition to be paid in terms of point deductions at least that is what appears to be the case to some.
