It's common sense at this point that admirals are not gonna be that important to the story compared to other villains so they aren't gonna be that strong now. Only admirals who are gonna be on yonko level are aokini and akainu bcz they have an important role in the story. Other admirals aren't gonna do much so ofc they gonna be nit that strong. I think green bull and fujitora would fight revolutionary army. Ig kizaru vs sanji would happen. So in conclusion. Yonko>admirals.
