Well what Trudeau means is that the currency is decreasing at a lower rate, meaning prices will not increase as fast as they used to. It is 2% on top of what the price already was. If you want prices to go down and the currency to become stronger you need deflation.

my income is taxed. Almost everything i buy with my taxed money has sale tax. Carbon tax is on everything and I need to pay GST on that carbon tax.
