The question about SDR being illegal is interesting. It isn't necessarily the SDR. There are instances where receiving signals can be illegal no matter how you do it. In most cases it depends on what you do with the information. It is frequently illegal to act on certain information. The best example is using information to commit a crime. You may get additional charges added. This might be an example where just possessing an SDR could be deemed illegal for a felon. I'm not a lawyer and to the best of my knowledge no one has been convicted of having an SDR yet.

    Police scanners in motor vehicles
    Effective May 1, 2006
Citizens will no longer be required to obtain
a permit from the State Police in order to
equip a motor vehicle with a scanner.
Instead, it will be a crime if a scanner
(regardless of its location) is used in the
commission of a crime with a penalty of 93
    days or more.
A person who has been convicted of a
felony within the past 5 years is prohibited
from possessing a scanner at any time

I like the HackRF GreatScott SDR course, but doesn't have much in the way of practical fun projects! I'd love to learn popular tools (Universal Radio Hacker) used for common problems.. like "Decoding a garage door opener with an RTL-SDR"!
How many hours of content is the $80 SDR course at factorialabs have? Does it contain any information on transmitting (using either a HackRF or LimeSDR)?
Does the SDR-01 also include a place to ask questions?

With respect to SDRs and different nation's regulations.
The UK pulls out a winner in the "selectively enforced grey area" on this one too.
"It is unlawful to listen to any broadcast which is not for _general listening"_
What is general listening? That is not defined. Technically even listening to pirate radio on a normal FM receiver, ATC or numbers stations and anything that isn't in the FM(/AM/SW/LW/MW) band(s) and allowed by the state isn't allowed according to this, depending on how you take the wording. Personally I would take 'general listening' to mean "not encrypted" same as anything unencrypted and not behind a password on the internet is for "general viewing", you put something you don't want seen up online on a photo sharing website and someone finds it, that's on you. You transmit something you don't want heard on open airwaves, that's on you. If anyone with a $40 dongle can hear it, it isn't outside reach of the general public other than dedicated enthusiasts like it once was.
