What does turning that plastic dial do? Does that work to bring air in by turning it?

You can blown air tru, turning is doing nothing 😎
Just opening the valve for inflating.

How to inflate it?

You just open the valve, by hear self take air....but also with open valve you can blow air by mouth and then close the valve.....approx 5 cm high

almost impossible.
On its own it swells very little.
you have to complete by mouth but .....
with the mouth it is very difficult, in fact the inflation valve lets the air out every time you push it inside.
It is very poorly designed.
a double valve would be needed: one to push the air in and one to let it out.
But the way it's done the mat, every time you try to inflate the air comes out
