It's not only about Dubai that the days are quiet and peaceful but you could see pretty much the same atmosphere in all the Muslims countries during Ramadan... Our nights become our days particularly Taraweeh is the most beautiful part of it.
I just would respect the culture and cover more when outdoors in town or shopping mall. Just my way of respect for culture. At hotel complex of course it is for guests so wearing whatever suits you. But in town, and at Ramadan, Id be covered more i.e. no shorts.
