awesome guide ^_^... for igys if no quest shows up, you need to do the weekly either from wrathion or sabellian... after that igys will show the quest d-(^_^ )
She flies around for a few minutes and will eventually come back down. If you wait around and she still doesn't show for you, I think you need to do part of the Waking Shores campaign: up until Wrathion's Gambit.
