Please correct your plasma membrane, which is one phospholipid bilayer, not two (in your drawing, ER and Golgi just have one line for their phospholipid bilayers). Also, the current thought is that the Golgi cisternae mature. In other words, the Golgi resident enzymes move backwards on vesicles instead of the proteins moving forward on vesicles. Thus, the proteins stay put in the cisternae as the cisternae mature. Vesicles from the ER form a new cis Golgi cisterna as the trans Golgi cisterna breaks up into transport vesicles.
