When he is speaking, either while answering her question or because he interrupted, her speaking time is stopped until she's able to continue. If it was just 5 straight minutes, the people being questioned could just ramble-on and take 4+ minutes to answer the person's first question. Either that or these hearings would be nothing but two people shouting over each other for five minutes until a timer went off...
The only thing that "seems pretty obvious" is that she didn't want him to respond. She's a career politician, she knows the rules...this isn't her first hearing. She's just grandstanding for dopes like you...
