Definitely best antagonist in the series, Dan Houser writes his characters like no other and they get the best vocie actors to breath life into them, Samuel Jackson played the role extremely well. Only one that holds a candle to him is Dutch in RDR, a genuine guy that set out to right wrongs in society and eventually ended up turning himself. Honestly, all of this game's characters have so much life and realness to them, there hasn't been a GTA game like San Andreas before or since and there probably never will be.
About the origins of Tenpenny's corruption, in the last mission after Tenpenny orders CJ to pack Big Smoke's money and to escape the city, CJ tells Tenpenny that he lost it and that he's gone, which suggests that he actually used to be a legitimate officer before CJ's departure for Liberty City
i wish we got a Grand Theft Auto: San Andreas stories prequal game the map is just set in one location Los Santos and surrounding countryside. An the story set during the golden years of grove street and what led too the events in the original game. How offcer tenpenny slowly went from a respectable cop to what he is in the first game.
This new GTA game may be a San Andreas Stories for us, with the ending connecting the 3D era GTA games to the HD era GTA games. I know their not canon but it would be cool. The first half be a prequel to GTA San Andreas 3D era games. With the final half connecting to the HD era games like GTA V.

Tenpenny is the definition of the phrase by Petyr Baelish “Chaos is a ladder”. Tenpenny caused untold suffering and death to save his own skin and claw for power, without caring for others. At least Baelish appeared to genuinely love Sansa in his own way. Tenpenny is nothing short of evil. His own protection by the law allows him to exercise his authority over everything and sometimes, if not all the time, he crosses the law and causes suffering to those because he enjoys it. While Sonny was a manipulative piece of garbage who had a business driven mind and set up his best friend, and Catalina who was totally unhinged and psychotic, ironically sparked by Tenpenny in a way, they weren’t as bad as Tenpenny. Catalina demonstrated certain affection for others and was probably attached to Cesar in a way, just become corrupted by power. And what sets Sonny apart from Tenpenny is his charisma and how he doesn’t step over many innocent people just to get what he wants, along with some of Tenpenny’s crimes.

Considering there exists plenty ot mods for the original san andreas version it must be alot easier to "film" and set up scenes etc. compared to the definitive edition. (If we exclude already existing cutscenes)
most people don't know this, but there's a lot of lore in the promotional Flash websites for each GTA, I recreated all of them in my project Classic GTA Sites so anyone can check them out after Flash died in 2020. There's a lot of interesting things, especially in the Vice City and San Andreas websites since they are made to resemble police reports.
Tenpenny was always scary to me, becuase he really was one step away from outplaying an entire fucking state. He capitalized on the introduction of Crack, by having groups that were ok dealing working under Smoke and Ryder. He would give them the freedom, as CRASH's main officer, to eliminate those who didnt sell crack, giving him an essential monopoly over all crack being sold. If they all turn on him? He likely has enough evidence to put all of them away for a long time. It'll be a massive bust for him as well. The only flaw to his plan was in two things. To a lesser extent, Sweet's refusal to allow Crack in the grove And the obvious one, CJ. He was even able to capitalize on CJ as well, until it blows up in his face. I believe that if he hadn't let his arrogance take over and shot CJ while he still could, then he could have made it out of San Andreas with the bag.
I ain’t gonna say much, but crash was truly an experimental unit in other ways than what was perceived in the media. Now you see similar tactics in other cities in SoCal with direct control to continue certain cities as horrible.

They were a real police unit which GTA: San Andreas based Tenpenny’s unit off of for the game since they did exist in 1992 when the game is set. CRASH’s unofficial motto was “intimidate those who intimidate others”, a phrase you’ll probably recognize since Tenpenny himself says it to CJ during the game. It’s known that Los Santos is based on Los Angeles (the LSPD being the LAPD of course). The real CRASH unit was led by a man named Rafael Perez, who was an incredibly corrupt police officer who got CRASH involved with gang activity and got involved in all kinds of bad shit. Frank Tenpenny is based off of Rafael Perez.
