You may have a look on the report of the HK government after the 1967 riot, how the government reflects on their policy, the cause of the riot and the corruption of the police before 1967. These show a great comparison from the government now, who follow the rule of CCP and deny any fault the government and police did in these years.
Can we swap them for the current Woke Rainbow Thought Police? The crime rate might drop with some discipline elan and good colonial military standards. This is everything the modern Uk police are not.

I was a Bong-Baan in Squad 89/90 in 1974, our CDMI was Mr Maurice-Brown CIP. Our DMI was the late Mr. Fung Kwok-ping, then an SIP. My Squad was Z Squad (pronounced E-Zed). I remember only too well helping to engrave those lines in the Square! We marched every day, shirtless, in Summer. "If you don't like it, then it's good for discipline!" was the mantra. I did 3 days in HK on my way to Oz in late 96, so glad I did it as it was amazing, did the old air port fly in and saw some history, last days of the Colony, one of the best trips I ever did!!!!
Many of the first British colonists that landed in Hong Kong were Scotsmen, as were many of Hong Kong's first colonial governors. Scottish influence is also present in some of Hong Kong's place names (Aberdeen Harbour, for example). Hell, if I’m right, even the parade commander in this video sounds Scottish. Anyways, much of the original Hong Kong Police Pipe Band was made up of Westerners and with time caught the attention of the local Chinese population who joined their ranks.
It must be a march composed by the Police Force, I've marched to it so many times on that parade ground without having a single clue what it's called.. (sorry i didn't answer your question - might have some luck looking at the tracks from the RHKP concert band album(s))
