They diverted the stream and installed the water bars to keep he stream off of the trail. Pollution from vehicles and marine life damage is a concern. I would expect some changes on Tellurium as well as Texas Creek where people get in the stream and instead of just crossing it they ride up and down the stream bed.
Dorchester campground is the closest campground. It is not too far from Taylor Pass or American Flag Mountain. There is dispersed camping allowed in some of the area, but I don't know for sure where it is ok. hope this helps.
