Good question, Josh. The reason you'd buy Teams Phone Standard "without a calling plan," is if you are going to buy the calling plan from a 3rd party (instead of buying Microsoft's "Calling Plan"). The reason why a company would want to buy the calling plan/dial tone from a 3rd party, is because 3rd parties will help with the installation, provide better long-term customer service, and will be the same cost or lower than getting the calling plan directly from Microsoft.
