She was supposed to 'appear' in the final scene but the studio changed it so she didn't. The reason is probably that season 2 is not planned for release anytime soon or never happening as if the Rem scene was included it will leave a gigantic cliffhanger. Imagine the backlash White Fox will get for ending it on a terrible cliffhanger.
'terrible' isn't the way to describe that cliffhanger, it would have just been a really interesting, massive and abrupt twist. tbh i think it would have been much better if they animated the last scene, the actual scene was quite anticlimactic.
