In 3 GP (Barcelona, France and Silverstone), they were faster because Pirelli brought new types of tyres that were harder. If you except the 5 or 6 GPs where Mercedes was faster, Ferrari was the fastest car in ~14/15 GPs thanks to their good tyre management
"The Old Days" were not inherently better. There were some good races and some tedious ones, just like today. Nostalgia and selective memory means you remember the crazy races like, for instance, Nurburgring 1999, and forget the ones like Spain 1999 (one on-track overtake the entire race).

Merc's were definitely faster, Ferrari was better in only like 5 of the 21 races in 2018
