If you want to learn local language it is better to learn Tagalog first because in Luzon, Visaya & Mindanao people will understand you. If you know mostly Bisaya, communication will be limited with people who only speaks Bisaya. In case you go to Manila or other places it will still be easier to communicate with people & they will be happy to hear a foreigner speaking Tagalog. Other Filipinos in the province may understand English but difficult for them to construct the sentences that they want to express. Knowing Tagalog will help in this situation.
