Just think how influential the one decision was for the Empire to go with Tarkin's doctrine (fear foremost and form over function) rather than Thrawn's (Art of war, split the enemy, attack weak points, efficiently organize your own forces, actually utilize the Empire's industrial might). If the Empire chose Thrawn's doctrine even in such a minor decision as replacing TIE fighters with TIE defenders, the war would have been won for the Empire
And look at how the Empire would've been viewed as well. Thrawn didn't want to totally eradicate civilizations or their culture. He knew of the greater external threat and wanted a unified galaxy.
Problem was Thrawn came along too late. By the time Thrawn was in a position to influence things, Tarkin’s philosophy was already deeply entrenched in the Empire.
If thrawn was still around after the first Death Star was destroyed and tarkin was dead thrawn would probably have grater influence in the policy of the empire and its military doctrine.
When we look at history or fiction, it's easy to fall into the trap of labeling everyone who fought for the wrong side as the bad guys. But it is never that simple. Just like the Wehrmact, the Empire consisted primarily of human beings who thought they were doing the right thing. Excellent video.

Han was right when he rebuked an Imperial officer who tried to make that claim in the EU; Palpatine would create a stupidly inefficient superweapon and try to scare them into submission, depriving the fleet of valuable resources and manpower and leaving it underfunded and ill-equipped for a full-scale war.
