I saw this feature in Dawngate and it actually worked pretty well. I'm not 100% on this because it require some reworks of some passives, at least Jhin.

I did aftershock Pyke and built resistances and it worked out wonderfully. However I felt bad for the opposite support because they were flaming their support and saying he was useless and was inting. lol

The problem is when an entire archetype of champion (ranged crit carries) is completely removed from the game. ADCs are ONLY viable with a support because of how weak they are without items. These recent changes mean that champions like Ashe will never see play until this is fixed.
highest base hp is Kled, not Alistar (counting Skarl with Kled because you have to get through both of them to kill Kled). afaik, still is Kled (haven't checked).
