The 3D effect is actually really simple, with just the outer edges of the screen used to display a box- that's the entire reason it looks so good. Any other angle or removing the box would just make it look 2D again.

This is just a screen though. It could easily be done in any wealthy city. The reason it's not is just cause the Japanese tend to commit to stuff they love and stuff that's just cool a little more, so they're willing to spend the money on this kinda thing. I mean, Japan is absolutely one of the tech leaders, but it's not like it's straight up Sci-Fi. They haven't even adapted credit cards universally yet
