Imagine $1000 for each polling unit with volunteers to sensitise and take care of the indigents who might be bought by less than $2 then we will see the change. Voters in each polling unit could be less than 200. People need to be sensitised to come out to vote more. There need be assurance. We need talk to people per polling unit.
