Basically, NCT has always been getting shit for their “noise music”, as antis like to call it. As a clap back, they decided to give exactly what antis claimed they were, but making it spicy and impossible to do if you’re not NCT. They applied so many twisted, weird, barely used elements, sang it in a way it’s hard for others to cover. Basically they were saying “we make noise music, but no one makes it better than us”. And Simon Says is a children’s game, you have to do everything simon says. So Simon Says they’re a real vibe killer lol so like, keep hating as they keep making the best noise music you’ll ever hear

Fun fact: "We Go Up" came out in 2018 and it was originally meant to be Mark's NCT-Dream graduation song. As you might have noticed, he is kind of highlighted in this MV and a lot of the MV looks like the members are just hanging out and partying, etc. Some of the scenes in the MV are actually the members just celebrating Mark's last MV with the NCT-Dream members and the members saying goodbye to him as their leader, etc. That's why this song and MV is full of feels.
Mark is the oldest member of NCT-Dream and he had recently turned 19 right before this comeback, so that is why this was a graduation celebration. However, as you may know in 2020 SM announced the suspension of NCT-Dream's graduation concept and the reintroduction of Mark back in the group. After this the next NCT-Dream song you will see Mark back as part of the group is "Deja Vu" which came out in October 2020.
Because NCT-127 started out with a more Western pop/hip-hop style, they were often misunderstood and the mainstream public began labeling their music as just "noise." People were even starting to question if they were going to be SM's first failure. However, with "Simon Says" this was NCT's and SM's response to all those haters. It was their way of proving that there is more to the group than meets the eye (or ear in this case), etc. Plus, everything NCT/WayV does has to do with their dream concept, so what you are seeing in the MV has to do with different aspects of showing how they have or will accomplish their dreams. The song is pretty much a callout to all those doubters and haters. They are telling them to watch out because all your negativity is actually fuel to my fire and will only make accomplishing my dreams and goals that much more possible, etc. i.e. Keep watching us because we will take over the world -- which is exactly what NCT was created and designed to do.

To put it short, Simon is the Media and the General Public. Since their debut, NCT have always made it clear they don’t want to make mainstream music. Instead they make outta the box music, which came as a “shock” to the kpop world at the time (no one at the time of 3rd gen have been making music like this) because of their sound NCT have been bashed for their “noise” music. “Simon says we’re a real vibe killer” basically means the Media (Simon) tells them to fit in with everyone else, but they don’t want to, so the Media (Simon) says they’re ruining/killing the vibe. This song was an OBVIOUS slap to the haters bc they only empathized the “noise” music which they hated. Nonetheless NCT never changed their sound and have become so big. You can see how NCT influenced the 4th gen by comparing the songs from before their debut, to when they started getting big. Many producers have come forward admitting many companies have actually tried to “remake” NCT songs (not plagiarism but they want something similar, is what I’m getting at) So to have the whole world against you, so then have many trying to be you, is a big accomplishment. And I believe NCT know this bc they’re so confident in what they do.

The clip you saw at the end of 90s Love with the spinning lights and the boy on the merry go round [that turne dinto spinning lights] is from Work It which is from the Resonance album. Work It, 90s Love and Make A Wish were the three music videos (+ the Raise the Roof b-side] that were used to make the Resonance song/MV which was a mashup.
