Hello. Normally, it should be radioactive. My guess is the generator has expired. 99mTc is generated from Mo. Mo has a half life of about 3 days and 99mTc has much less, 6 hours if I remember correctly. So if this generator would be some weeks or months old, all the radioactive material will have already decayed, thus, the extracted solution won't be radioactive anymore.

yes it was a model, and old system that has been through many half lives. I just use it for demonstration purposes

yes you can elute it (milk it) 1-2 per day for a week and even then for a second week in a smaller department.
