On the genocide route: Papyrus is strongly opposed to you due to the fact that you have killed people who appeared to be evil, but inside were always innocent, which ends up resulting in battle. In the fangame when he's about to die, he mentions that when you kill the queen it might be the only good thing you've done for the monsters.
On the pacifist route: papyrus is worried that you are going to face the queen so weak in your current state, so he starts attacking you with the intention of you to kill him and get a little stronger, to help in some way in the battle against the pacifist queen. After surviving the attacks, he is happy that you resisted and believes in you, that you will be able to convince the queen to give up the fight instead of killing her.
I think the name of the song is what led to the implementation of these two different endings in the fangame, in both pacist and genocide he has a hard time agreeing that you are strong enough to be able to defeat the queen and believing that you are capable of anything.
