Yes, a Hmong Lao told me about the law you mentioned. It's true. If a motorcycle hit your car, even though it's not your fault, you're responsible. I told the Hmong Lao that it's strange and unfair. What if someone wanted a "life insurance" payout, they can just intentionally ram their motorcycle into your car and now you'll have to pay their family... it seems wrong. Maybe the logic behind this law is that people driving cars have money so the car owner has to pay because proving who is at fault can be very difficult, especially when the motorcyclist is dead. One good thing about this is the nqi taubhau in Laos is very low... I don't know how much it is now but years ago, it was only $5k. But $5k is still a lot, especially to many Lao citizens. But that's Laos. I'm sure this "law" will change in the future as more and more people have cars.
