As to the IP pipeline; the way we have handled it so far is a typical reflection of our attitude toward a number of critical national issues. It is a complex techno-commercial and diplomatic issue. Thus it required constitution of an appropriate execution strategy and a versatile team of world class experts having requisite extensive international experience of leading and realizing such projects along with the diplomatic front being simultaneously looked after by experts of international law and diplomacy well versed in similar projects. However, unfortunately, no such team was ever constituted. Also, which corporate entity was supposed to lead the exercise? ISGS? Were they ever equipped with the required capacity? Or, are they now? How many projects of any kind, let alone of such magnitude and complexity, have they executed since they came into being more than two decades ago? Like many other complex tasks, we were probably happy in this case using the lame alibi that due to US sanctions we cannot start the project i.e. till the Iranians dangled the threat of the penalty of 18 Billion USD over our heads. Otherwise, did we ever really analyze the parameters and ambit of those sanctions and check that which part of the sanctions affects us (if it does at all) and how it can be handled technically, commercially and diplomatically)? An effective engagement strategy for the US could only be prepared and implemented after the said homework/analysis. If political parties can engage lobbying firms for their own purposes, a similar firm could be engaged for securing the US clearance of the project? We did not; which is an ample reflection of our priorities. Furthermore, one critical fact is being quite conveniently ignored that for an extended period (2015-2018) these sanctions remained suspended/lifted. Three years is not a short time. We never heard about the pipeline during that period from anyone at our end. And above all there are many exceptions (such as Indian investment in Chabahar, Iran or purchase of Iranian oil by some countries) which already exist with or without the consent of US. We are observing some panic since the last few months only because the threat of the above mentioned penalty. However, even the same has failed to kick off any real efforts to think through, strategize and start the project. The focus seems more on postponing the threat of the penalty only. Furthermore, we may blame the US sanctions for the delay in the IP pipeline; however, why, have we failed to realize TAPI so far?
