Also I think cause Jeonghan never makes a big deal about it like pointing it out to everyone and saying "Look what Woozi's doing!" Jeonghan just accepts it and lets him do it without making a fuss. So it lets Woozi feel safe to do it. Plus Jeonghan takes care of all the members' emotional well being. I wouldn't be surprised if they had many one on one chats where Woozi told Jeonghan his problems and worries. All of this together and I think that's why Woozi is so cuddly with him.
