To be fair, the consumption of beer is even older than Victorian era. Most medieval people tend to drink beer than water. And the beer was light enough to not get drunk.

Hi, yeah beer is very old. Thracians were also known to consume beer made from rye, even since the 5th century BC but was replaced with wine.

Actually everybody everywhere was drunk until the 19th century saw the invention of clean piped water. That's also when the Temperance Movement began.
Later, Prohibition came to law, which led to high crime rates, loss of jobs, barely sales dropping and the government losing money.
If people back then could have just figured out that all they had to do to get clean water was to boil it like they did to make beer.
