By looking at the lay of the land, to me it's way too dangerous to close to that river.... It looks like it must have breach a few times, it doesn't like that turn. They will have to shore up the river walls with heavy material. If Colorado has a heavy snow storm all that compact snow... Now add a mild heat wave which equals fast melt, now add heavy rain in Austin..... That's what happened to Portland, OR when downtown was flooded.....
This Colorado River actually begins in Texas and flows to the Gulf of Mexico. I think you are thinking to the ""Big" Colorado river that Flows through Utah, New Mexico, Nevada and Arizona ... about 1,000 miles away. It's confusing that they are both called Colorado Rivers. The one here in Texas got its name from the Spanish word "Red" or "Reddish".

I think the average elevation will be about 420 feet above sea level. Elon approves of that height.

OMG, I just check that area is flash flood prone, water and a Tesla factory is not a good match...
