To me it seems to be wax and not mould. I have been working in make-up/pencils industry and there are many products that include wax. Wax is used in a lot of lip, eye and face products. Btw almost all pencils (that have wax in them) show this white layer when they're not used in a long time, no matter if its for make up or for example a crayon. The wax is coming to the surface due to changing temperatures. It's like the cocoa butter that is giving this white coating over chocolate when chocolate got too warm and gets cooled down again :)

Some pencil eyeliners, brow pencils, and lip liners, develop a greyish layer as they sit, it's not mold, it's a chemical reaction from the preservatives. Just sharpen it and it will go away.

I think that sponge is the revolution hard sponge that was in a set with the cream coloured one. I don't use it for applying liquids but it it really good for baking under the eyes and down the sides of the nose 💕

What you thought was mold, I think is just the outer layer of your pencil oxidising. It happens sometimes to my eyeliner pencils if there's been like really cold weather or I haven't reached for them in awhile even though they'd still be in date. Sharpening the first layer off usually fixes the problem

I don’t think it’s mold. Makeup pencils have a tendency for the wax to bleed out a bit with temperature fluctuations.
