The sound you made is the attention tone. It sounds like that to grab peoples' attention when the system is used, and the harsh sound of these two sine waves makes it useful for its intended application. This attention tone was first used in the early 1960s 1960s with the debut EBS, or Emergency Broadcast System. The actual frequencies used for the attention tone are 853 (lower) and 960 (high.) In the modern era, the attention tone is still used, but after the "duck farts" (which is actually data encoded as audio,) which sound harsher than the attention tone itself. Cool extra fact: These 2 tones are illegal to play on TV shows or TV channels. Simply because these tones were chosen BECAUSE they were annoying and obnoxious, hence, when played on, say, a Young Sheldon skit, it might, at best, make you think there's a real emergency, where there isn't, and at worst, make the sound so annoying that you simply ignore it, so when there IS an emergency, you don't hear the warnings.

Almost on point - It’s really due to the fact that radio/ TV stations are not only designed to transmit, but also receive emergency alert signals, which in turn creates a chain of other stations receiving this signal, and transmitting it themselves
Basically; if you played it on a TV station, it’d have the chance to/ or outright cause a mass chain of a false alarm
