However some people have issues with boundaries for a multitude of different reasons and just don't like being so close to someone they don't know, and may even not like being that close to someone they do know.

When someone says, "No," I wouldn't necessarily take it personally. Everyone has their own stories and issues they're dealing with. I'll be perfectly honest, I would be a little freaked if a complete stranger on the street asked me for a hug. Long story short, I'm an older gay man about 60 years old and a bear. I grew up during a different time. I was physically abused by my father for being gay. I had a horrendous childhood, so I don't warm up to people too easily and wouldn't allow people in my personal space unless I know them well and trust them. The kids today don't have any ideas how bad it was or how far we've come.
