Can I put a basement in stead of a slab?

How hard would plumbing repairs be with the plumbing being buried under the slab? Would you have to completely tear up the foundation to do repairs?

Seems insane to me to ever have such shallow footings anywhere, must be 3.5 feet here minimum.
