Suggestion: You need to investigate what the contractual obligations are with monthly payments, I suspect people really are (theoretically) liable for the money.

Emailed BBC last June that I know longer needed their telly tax, needn't have bothered, bombarded with mafios letters. And got a visit as soon as they began again I think. Wrote to my MP about postal and doorstep intimidation. She contacted BBC on my behalf, since then had letter with refund form. I paid by direct debit, THEY ARE IN COMPLETE DISARRAY AND DONT KNOW THEIR ARSE FROM ELBOW. Good!
Had a visit today. My husband just told him “not interested” so he said okay and went. Then I commented to my husband that I bet they hate Chilli Jon down in the TV license office. I believe when they get so many in your postcode area to make it cost effective they will visit. Maybe already have when you were out. Just an easy no thank you bye shut door or if you get caught outside like I did say no thanks and disappear they can't follow you around the rear of property or front door

Once they came to my girlfriends house, I told her to stand near the window in full sight, I answered the door asked who they were etc. Then they asked if the lady of the house was in, I said no, they replied with "I can see her right there" I responded with "why are you staring through the window, do you want me to call the police you pervert!" They left we laughed. Love the useless twats.

Just a FYI BBC / TVL can still successfully prosecute you for watching Live TV IF you have a Aerial / satelite etc inserted into the TV It does not matter if you actually watch Live TV or not BUT When their goons( so called bbc/tvl inspectors) come knocking remember they have zero legal rights of entry into your property unless they have a warrant off a judge To get a warrant off a judge they need access to your property to gather evidence to get the warrant (catch 22 for them lol ) IF for some strange reason You decide to let them into your property to check the TV make sure to remove the aerial / sateliet etc from the TV beforehand Also make sure they do not physically touch the TV or reinsert the Aerial into the TV when they check, some actually do that when visiting so they make more money (they get a bonus the more people they get to prosecute or make pay for a licence) My advice tho is NEVER let them into your property (unless they have a warrant then there's no choice really), I always tell them to go forth and multiply, just not in those words lol

Goons are visiting again, had one at the door last week. Identified herself as from tv licencing, I said," not interested thank you", she replied" OK thanks", and left.
Why do they call them enforcement officers, when they cannot enforce anything, the can however try and sell you a licence, but they cannot enforce you to.
Enforcement officers makes it seem that they are official and have some legal standing IF they used the correct term for them "Goons" or Salesmen then they would not gain as much money It is all part of their harassment and extortion racket they have going on, is why they word their threatogrammes like they do and use terms like "enforcement officer" to add to the threats
The problem is that most people pay the license because they feel they have to. People are now starting to realise that they dont HAVE to have a TV license if they dont actually watch live TV as its being broadcast and they word the letters like they do because if they told you the truth most people will probably cancel their license which means the BBC would lose a lot of money.
In all seriousness, has anyone ever got some legal people to look into whether these letters would form the basis of a claim against the BBC and Capita for harassment? I can imagine these types of things would scare the bejesus out of someone who doesnt really know. Its disguisting and shouldnt be happening in this day and age. Crowd fund anyone?
It is not just a form of harassment but it is also Extortion what the BBC / TVL are doing and have been doing for years And it would be really good if someone actually did take them to court for those things It is not like there is a lack of evidence, with their threatogrammes (threat letters) and the goons they send out

After a couple of cycles of their letters you lose the fear and actually enjoy receiving them. Every time I see one on the door mat I smile and just think _so you're still wasting your time then eh_ 🤦
Don't forget that Debt Collectors whether licenced or not have zero powers and are not bailiffs. They cannot enter your home, they have no powers to enforce any debt. Should you get a phone call or a visit from a Debt Collector simply tell them to go forth and multiply. They cannot do anything.
It will be four months now since I have watched the telly due to my remote control being broke. I am still getting letters from them telling me I must pay this and that or else! Well you know what I mean John? If they can detect my TV, then why can't they detect that I am not watching TV!
Well done Chilli Jon on another great and informative video. I cancelled mine a few months ago and had a visit recently. I simply told him I didn’t want one and closed the door. Your videos are helping people to see the truth and not feel bullied into buying something they don’t want or need. Come on people, get cancelling if you haven’t already.
Is it worth complaining to "unknown body" about this harassment? As Jon states, no other business would be allowed to get away with it. Innocent until proven guilty and IF you're playing a straight game, which I recommend you should, then why should we accept harassment for something we are NOT guilty for. I'm extremely angry over this, I personally can handle it. I saw a while back a guy phoned the police about all the threatening letters he received from a company, after reading some of the letters to the police they said it was very threatening behavior and they would need to send the police around for an interview and to see all the letters, when they arrived and found out it was the BBC they would not do anything about it now that's just soo wrong on so many levels

Have you considered reaching out to blackbeltbarrister? He has a youtube channel, he is a barrister in England and he does vids on various topics to do with UK law, it might be interesting to see a colab between the two of you on the legality of threatening letters, or TV licensing in general?
According to some research I've done, it is expected that Capita will earn £1.10bn - £1.55bn from its 15 year contract with the BBC to July 2027, i.e. somewhere between approximately £70m and £100m per annum. The contract was placed in 2012 when the BBC probably thought they could afford it out of what they thought would be their ever increasing revenues. It seems there are no clauses in the contract to protect the BBC from a reduction in revenue and this illustrates the long standing lack of commercial nous at the BBC which also means they could never hope to compete if they lost their licence fee money. Capita, therefore, are quids in and probably quite confident that there will be no oversight from a terminally incompetent BBC of their legally dubious tactics and will continue to issue these unjustifiably threatening letters. This is all by the by, though, if one simply ignores them. Great video again, CJ. Keep up the good work.

They are connected to or part of Capita who manage the TV license visits so you will never get a sympathetic ear plus everything you tell them forms part of future prosecutions.
That first letter is illegal, you can't threaten to pass someone's details onto a debt collection agency when there is no debt. I know they did not actually pass any details but if they did it would be completely against data protection.
@@Ironbuket You can cancel the payment at ANY time You want if you no longer need a TV Licence There is absolutely no need to continue paying for a product or service (in this case the TV Licence) you no longer need or want Also there is absolutely no need to contact the BBC / TVL or fill in their forms to tell them you no longer need or want a TV Licence, all anyone has to do to cancel it is stop paying = job done its cancelled The only reason they want people to fill in forms or contact them is so they (BBC / TVL) can gather peoples details for future use in court and to enhance their tactics in extortion to force people to pay for something they do not legally need (if they do not watch live TV)
@@Ironbuket You clearly did not listen to the video. The gentleman in question was not paying by direct debit or giving his card details. He was paying via a 'top up' card at his local post office/petrol station and it was pay as you go. So your comparison to a phone contact is false as the guy was doing PAYG and last time I checked if I stop topping up my non contact phone there is no 'debt'.
Debt collection agencies have no legal mandate. The worst they can do is harass you with letters and phone calls, (and they aren't allowed to phone you at work by the way) , or refer a matter to a County Court for a judge to order a payment plan. A DCA can't instruct bailiffs either. I know, I used to work for the MOJ.
Had nearly 20 years of letters just ignore them ...and whatever you do say absolutely nothing at the door and I do mean nothing once they say from tv licensing...close the door ...simple advice but some talk to them not recommended ok
People have to stop paying their licence. It is no use taking out a payment plan then deciding to stop paying because you have entered into an agreement. When your licence is nearing the expiry do not take out anymore payment plans and cancel it.
When I’m not using my car for a while I get it SORN (statutory offroad notification). My point is The Ministry of Transport don’t send the goons round and threaten me.
Except they do - they patrol cars registered as SORN at their stated addresses, they also use ANPR cameras to monitor usage, tax, MOT and insurance, and those cameras are everywhere (not to be confused with speed cameras or TrafficMaster). They can often be seen on motorway junction roundabouts and are usually silver and cylindrical about 5” in diameter and around a foot long.

They still haven't been to talk to my doorbell camera yet. They won't be even having the privilege of having the door opened to them as they don't deserve the time of day from me.
When i called to cancel my tv licence in 2018 as i was moving house, the lady politely asked me for a forwarding address, i politely replied that my new address was in San Fernando Gran Canaria and that i was escaping turd island for good, she very politely wished me luck and hung up , so sweet.
I cancelled mine by email. I received a email back explaining about watching tv and i player. I replied back that i fully understand and that i don't watch the tv. I and asked to continue with the cancellation. Had a nice email back saying that my request was in process. A week later a £91 cheque arrived then a week after that i received a later stating that i was exempt from the tv licence for two years. I'm just waiting for the visit from a tv licence goon.
It like good cop and bad cop I use to pay by one of them cards. I could not find a place that i could pay it with as a lot of the shop just stoped doing it . so a few week went by and i got that letter and then a few more .Keep up the good work you do on this channel as it helps a lot of people understand what they can do and can't .

Similar happened to me. Saw a high vis jacket through the door. When I opened it I was looking for any insignia before I would say hello. Didn't look at their face until my neighbour (the wearer of the jacket) asked if I was alright.
I haven't had a tv licence for 5 years. Any letters from them i just put "return to sender" and post them back. They use to come to my door but i wouldn't let them in, they said "they'll just keep coming back" . So i told them "that's fine, keep wasting your time" never saw them again.
My mum, me and my neighbour all received letters on the same day last week saying that you are due a visit from an agent. It’s funny that they all came on the same day.
I have decided to subscribe to your channel as it as helped me, I have not owned a TV since 1992 and I didn't get my first laptop till 2010.. I started watching DVDs in 2011 as always busy going out but as we get older days get longer and one doesn't go out as much, for years I have been watching DVDs from laptops and desktops as I didn't know you could own a TV without a license, I agree with Jon the TV license as ways to manipulate you into buying a license and convince you your doing something wrong even if your not. It is now 29 years since I haven't had a TV license and only had two visits within this time, in fact last visit TV inspector came in and had a cup of tea with me. He was polite and we had a good chat in fact he agreed with me on many things. I have neaver watched TV because there is so much you can do without a TV, I don't have any of the other things to Sky or subscription only the WiFi, what did help me was knowing I could watch TV without a license as until then I have had Desktops because one can get large monitors, once I found out thanks to Jon you could have a TV I learnt you can play DVDs stright to a monitor as long as the Monitor as speakers. So even so I still don't have TV or even access to any live TV as I don't even have a Areil to my roof fitted I can watch my DVDs cheaper and on a bigger screen, with the HDMI connection a DVD player will fit directly to a monitor. I still get the regular letter every two years from TV license and I do choose to contact them and tell them I still don't need a TV license, other then that I have no problems and even if they do visit I have nothing to hide and most inspectors who have visited me have been very polite as if they wasn't they would get nowhere. So thanks Jon for thast as if I ever need a bigger screen I can own a telly without a license and TVs are cheaper to buy then monitors, as DVDs players are cheaper then Desktops so handy thing that HDMI cable. Trespass to person? Or The offence in "section 1 of the Malicious Communication Act 1988 of sending certain items with intent to cause distress or anxiety", is currently a summary only offence which means that it can only be dealt with in the Magistrates' Court. Under section 1 it is an offence to send any letter or article which conveys a threat or "information which is false and known or believed to be false by the sender". Black belt barrister may be needed here.
I Really think declaring no tv licence needed is the best method when you cancel tv licence instead of just stopping paying and he would have got some money back aswell and over 2 years now no letter and no visits seems to be OK for my so far
Reasonable force may be used to "defend" yourself, it is highly unlikely you will be attacked by a tvl goon, however. If they refuse to leave your property, you may use "reasonable, proportionate, necessary" force to remove them, which would most likely Equate to pushing them off the property, nothing more, please be mindful of this, when dealing with undesirables.
They sent me cash when I had proof they lied to me said I would go to claims court for trying to obtain money by deception. Stand firm if the lie sue them.
I am still waiting for a tv licencing officer to arrive at work to check for tv use in 1 building demolished 10 years ago and 2 buildings demolished 3 years ago. We still get letters demanding and saying we are getting a visit within the next couple of days. Even though i have told them umpteen times the buildings only exist as photos on the crossroads appreciation social website and articles in newspapers.
You can also neatly cut open the TV licence envelope at the side with a sharp knife, take out the document inside and place it back in the envelope with the address facing away from the clear window on the envelope and the reseal it with clear tape. Then write on the envelope "return to sender" and pop it back in the post. Now the TV licencing people will have to pay the postage fine because, obviously, you will have conveniently neglected to attach a stamp to the letter. Keep doing this and see how long they keep sending you letters. 😊👍🏼
Harassment is .. Section 40 of the Administrations of justice act 1970, to harass a person whilst endeavouring to collect a debt due under contract. (1A): Harasses with demands for payment which, in respect of their frequency or manner or occasion of making any threat or demand.
"We may also have to cancel your TV Licence".... so they're saying in writing that they haven't cancelled his TV Licence, so would that not effectively mean, he's still got a valid licence, so wouldn't be committing an offence if he fancied catching up on a few episodes of Jim'll Fix It?
I suspect (I really don't know) with the first letter, the licence was still active for the remainder of the year as it wasn't cancelled. TVL might have been able to call in a debt collector but chose not to for whatever reason. (And maybe still could.)
How many people do they employ? They must have a big main frame computer in Darlington with loads of computer operators and all the staff who input the data. The Chester office must employ many officers. The BBC could save millions by renogtiating the Contract with Capita
I did report them to the police for harassment. I got a crime reference number. The next day the police texted me and said it wasn't illegal so they were closing the case - however by then I had written to the Head of Finance at the BBC. I send them the crime reference number and told her only legal option was to take me to court, ie get a search warrant. I told her that if they lied to a court to argue the case for one I would persue them for an to pervert the course if justice. They send a letter backing down and I have never heard from them since - I did say I would call the police if they turned up mind. I think you have to be very tough with them.

A debt needs to be established before collection is carried out. This has not happened because you do not have a contract with TV licensing like other utilities eg. Gas, Electric, Broadband. That letter is unlawful.
Maybe not. Akinika have revenue of about 12 million a year and are part of Capita. Paying by instalments may be a contract with Capita and bingo they can come after you if you stop paying.
I have limited capability and mobility. I was woken up at 8am by someone continually ringing my buzzer to enter the flats i live in. He ended up waitin 15 mins for me to get dressed and get to the door. I opened the door and he said he was from tv licensing so i told him to go forth and multipy and shut the door on him. Fool

Although nz ditched tv licences decades ago I have subscribed on principal.
Any other company would finish up in court. The government should be dam well ashamed for supporting this

When their goons( so called bbc/tvl inspectors) come knocking remember they have zero legal rights of entry into your property unless they have a warrant off a judge
To get a warrant off a judge they need access to your property to gather evidence to get the warrant (catch 22 for them lol )
IF for some strange reason You decide to let them into your property to check the TV make sure to remove the aerial / sateliet etc from the TV beforehand
Also make sure they do not physically touch the TV or reinsert the Aerial into the TV when they check, some actually do that when visiting so they make more money (they get a bonus the more people they get to prosecute or make pay for a licence)
My advice tho is NEVER let them into your property (unless they have a warrant then there's no choice really), I always tell them to go forth and multiply, just not in those words lol

Goons are visiting again, had one at the door last week. Identified herself as from tv licencing, I said," not interested thank you", she replied" OK thanks", and left.

Why do they call them enforcement officers, when they cannot enforce anything, the can however try and sell you a licence, but they cannot enforce you to.

IF they used the correct term for them "Goons" or Salesmen then they would not gain as much money

The problem is that most people pay the license because they feel they have to. People are now starting to realise that they dont HAVE to have a TV license if they dont actually watch live TV as its being broadcast and they word the letters like they do because if they told you the truth most people will probably cancel their license which means the BBC would lose a lot of money.
In all seriousness, has anyone ever got some legal people to look into whether these letters would form the basis of a claim against the BBC and Capita for harassment?
I can imagine these types of things would scare the bejesus out of someone who doesnt really know. Its disguisting and shouldnt be happening in this day and age.

Suggest send copies these letters to your local MP as examples.
Turn up in person at the MP's surgery, otherwise you will get a standard reply.

After a couple of cycles of their letters you lose the fear and actually enjoy receiving them. Every time I see one on the door mat I smile and just think _so you're still wasting your time then eh_ 🤦
Don't forget that Debt Collectors whether licenced or not have zero powers and are not bailiffs.
They cannot enter your home, they have no powers to enforce any debt.
Should you get a phone call or a visit from a Debt Collector simply tell them to go forth and multiply.
They cannot do anything.
So if someone passed away and the family are going through a hard time they still send these letters. It's disgusting.

Well done Chilli Jon on another great and informative video. I cancelled mine a few months ago and had a visit recently. I simply told him I didn’t want one and closed the door. Your videos are helping people to see the truth and not feel bullied into buying something they don’t want or need. Come on people, get cancelling if you haven’t already.
Is it worth complaining to "unknown body" about this harassment? As Jon states, no other business would be allowed to get away with it. Innocent until proven guilty and IF you're playing a straight game, which I recommend you should, then why should we accept harassment for something we are NOT guilty for.
I'm extremely angry over this, I personally can handle it. I worry deeply about the health of those people that maybe losing sleep over these threatening, harassing letters, when in fact it should NOT be allowed.

I saw a while back a guy phoned the police about all the threatening letters he received from a company, after reading some of the letters to the police they said it was very threatening behavior and they would need to send the police around for an interview and to see all the letters, when they arrived and found out it was the BBC they would not do anything about it now that's just soo wrong on so many levels

I've had so many letters over the last 20 years. They have become more threatening over that period.

Have you considered reaching out to blackbeltbarrister? He has a youtube channel, he is a barrister in England and he does vids on various topics to do with UK law, it might be interesting to see a colab between the two of you on the legality of threatening letters, or TV licensing in general?
According to some research I've done, it is expected that Capita will earn £1.10bn - £1.55bn from its 15 year contract with the BBC to July 2027, i.e. somewhere between approximately £70m and £100m per annum. The contract was placed in 2012 when the BBC probably thought they could afford it out of what they thought would be their ever increasing revenues. It seems there are no clauses in the contract to protect the BBC from a reduction in revenue and this illustrates the long standing lack of commercial nous at the BBC which also means they could never hope to compete if they lost their licence fee money.
Capita, therefore, are quids in and probably quite confident that there will be no oversight from a terminally incompetent BBC of their legally dubious tactics and will continue to issue these unjustifiably threatening letters. This is all by the by, though, if one simply ignores them.

They are connected to or part of Capita who manage the TV license visits so you will never get a sympathetic ear plus everything you tell them forms part of future prosecutions.
Which is why you grin at them then slam the door.
That first letter is illegal, you can't threaten to pass someone's details onto a debt collection agency when there is no debt. I know they did not actually pass any details but if they did it would be completely against data protection.

There is absolutely no need to continue paying for a product or service (in this case the TV Licence) you no longer need or want
Also there is absolutely no need to contact the BBC / TVL or fill in their forms to tell them you no longer need or want a TV Licence, all anyone has to do to cancel it is stop paying = job done its cancelled
The only reason they want people to fill in forms or contact them is so they (BBC / TVL) can gather peoples details for future use in court and to enhance their tactics in extortion to force people to pay for something they do not legally need (if they do not watch live TV)

@@Ironbuket You clearly did not listen to the video. The gentleman in question was not paying by direct debit or giving his card details. He was paying via a 'top up' card at his local post office/petrol station and it was pay as you go. So your comparison to a phone contact is false as the guy was doing PAYG and last time I checked if I stop topping up my non contact phone there is no 'debt'.

Debt collection agencies have no legal mandate. The worst they can do is harass you with letters and phone calls, (and they aren't allowed to phone you at work by the way) , or refer a matter to a County Court for a judge to order a payment plan. A DCA can't instruct bailiffs either. I know, I used to work for the MOJ.

Empty threats, however, they are intimidating without 'due care and diligence' and 'process of law'. They MUST be challenged and stopped.
Had nearly 20 years of letters just ignore them ...and whatever you do say absolutely nothing at the door and I do mean nothing once they say from tv licensing...close the door ...simple advice but some talk to them not recommended ok
People have to stop paying their licence. It is no use taking out a payment plan then deciding to stop paying because you have entered into an agreement. When your licence is nearing the expiry do not take out anymore payment plans and cancel it.
When I’m not using my car for a while I get it SORN (statutory offroad notification). My point is The Ministry of Transport don’t send the goons round and threaten me.
Except they do - they patrol cars registered as SORN at their stated addresses, they also use ANPR cameras to monitor usage, tax, MOT and insurance, and those cameras are everywhere (not to be confused with speed cameras or TrafficMaster).
They can often be seen on motorway junction roundabouts and are usually silver and cylindrical about 5” in diameter and around a foot long.

They still haven't been to talk to my doorbell camera yet. They won't be even having the privilege of having the door opened to them as they don't deserve the time of day from me.
When i called to cancel my tv licence in 2018 as i was moving house, the lady politely asked me for a forwarding address, i politely replied that my new address was in San Fernando Gran Canaria and that i was escaping turd island for good, she very politely wished me luck and hung up , so sweet.
Is there legal recourse for "obtaining money by menace"? Or "providing false or misleading communications"? Would illegal distress be useful?

I cancelled mine by email. I received a email back explaining about watching tv and i player. I replied back that i fully understand and that i don't watch the tv. I and asked to continue with the cancellation. Had a nice email back saying that my request was in process. A week later a £91 cheque arrived then a week after that i received a later stating that i was exempt from the tv licence for two years.
I'm just waiting for the visit from a tv licence goon.

It like good cop and bad cop I use to pay by one of them cards. I could not find a place that i could pay it with as a lot of the shop just stoped doing it . so a few week went by and i got that letter and then a few more .Keep up the good work you do on this channel as it helps a lot of people understand what they can do and can't .
I’ve had a scarlet letter from them.. and now a “final warning” I haven’t owned a tv since living in my place! I’ve told them over phone I don’t have a tv but they’ve threatened to bring an “officer” round.. well I’m yet to see him 😂

Similar happened to me. Saw a high vis jacket through the door. When I opened it I was looking for any insignia before I would say hello. Didn't look at their face until my neighbour (the wearer of the jacket) asked if I was alright.

I haven't had a tv licence for 5 years. Any letters from them i just put "return to sender" and post them back. They use to come to my door but i wouldn't let them in, they said "they'll just keep coming back" . So i told them "that's fine, keep wasting your time" never saw them again.
My mum, me and my neighbour all received letters on the same day last week saying that you are due a visit from an agent. It’s funny that they all came on the same day.
I have decided to subscribe to your channel as it as helped me, I have not owned a TV since 1992 and I didn't get my first laptop till 2010.. I started watching DVDs in 2011 as always busy going out but as we get older days get longer and one doesn't go out as much, for years I have been watching DVDs from laptops and desktops as I didn't know you could own a TV without a license, I agree with Jon the TV license as ways to manipulate you into buying a license and convince you your doing something wrong even if your not.
It is now 29 years since I haven't had a TV license and only had two visits within this time, in fact last visit TV inspector came in and had a cup of tea with me. He was polite and we had a good chat in fact he agreed with me on many things. I have neaver watched TV because there is so much you can do without a TV, I don't have any of the other things to Sky or subscription only the WiFi, what did help me was knowing I could watch TV without a license as until then I have had Desktops because one can get large monitors, once I found out thanks to Jon you could have a TV I learnt you can play DVDs stright to a monitor as long as the Monitor as speakers.
So even so I still don't have TV or even access to any live TV as I don't even have a Areil to my roof fitted I can watch my DVDs cheaper and on a bigger screen, with the HDMI connection a DVD player will fit directly to a monitor. I still get the regular letter every two years from TV license and I do choose to contact them and tell them I still don't need a TV license, other then that I have no problems and even if they do visit I have nothing to hide and most inspectors who have visited me have been very polite as if they wasn't they would get nowhere. So thanks Jon for thast as if I ever need a bigger screen I can own a telly without a license and TVs are cheaper to buy then monitors, as DVDs players are cheaper then Desktops so handy thing that HDMI cable. Trespass to person? Or The offence in "section 1 of the Malicious Communication Act 1988 of sending certain items with intent to cause distress or anxiety", is currently a summary only offence which means that it can only be dealt with in the Magistrates' Court. Under section 1 it is an offence to send any letter or article which conveys a threat or "information which is false and known or believed to be false by the sender". Black belt barrister may be needed here.

I Really think declaring no tv licence needed is the best method when you cancel tv licence instead of just stopping paying and he would have got some money back aswell and over 2 years now no letter and no visits seems to be OK for my so far

If someone who had been threatening comes knocking on your door then it is time to use reasonable force to defend yourself.
Reasonable force may be used to "defend" yourself, it is highly unlikely you will be attacked by a tvl goon, however. If they refuse to leave your property, you may use "reasonable, proportionate, necessary" force to remove them, which would most likely Equate to pushing them off the property, nothing more, please be mindful of this, when dealing with undesirables.
They sent me cash when I had proof they lied to me said I would go to claims court for trying to obtain money by deception. Stand firm if the lie sue them.
The BBC have been reported as spending £12 million pa on such letters.
I am still waiting for a tv licencing officer to arrive at work to check for tv use in 1 building demolished 10 years ago and 2 buildings demolished 3 years ago. We still get letters demanding and saying we are getting a visit within the next couple of days. Even though i have told them umpteen times the buildings only exist as photos on the crossroads appreciation social website and articles in newspapers.
The letters from tv licencesing make good kindling for my chiminea.
You can also neatly cut open the TV licence envelope at the side with a sharp knife, take out the document inside and place it back in the envelope with the address facing away from the clear window on the envelope and the reseal it with clear tape. Then write on the envelope "return to sender" and pop it back in the post. Now the TV licencing people will have to pay the postage fine because, obviously, you will have conveniently neglected to attach a stamp to the letter. Keep doing this and see how long they keep sending you letters. 😊👍🏼
Yes they are BEGGARS ,and so are the charity collectors who rattle there cans at you as you pass by them.
Harassment is .. Section 40 of the Administrations of justice act 1970, to harass a person whilst endeavouring to collect a debt due under contract.
(1A): Harasses with demands for payment which, in respect of their frequency or manner or occasion of making any threat or demand.
"We may also have to cancel your TV Licence".... so they're saying in writing that they haven't cancelled his TV Licence, so would that not effectively mean, he's still got a valid licence, so wouldn't be committing an offence if he fancied catching up on a few episodes of Jim'll Fix It?

I suspect (I really don't know) with the first letter, the licence was still active for the remainder of the year as it wasn't cancelled. TVL might have been able to call in a debt collector but chose not to for whatever reason. (And maybe still could.)
How many people do they employ? They must have a big main frame computer in Darlington with loads of computer operators and all the staff who input the data. The Chester office must employ many officers. The BBC could save millions by renogtiating the Contract with Capita

I did report them to the police for harassment. I got a crime reference number. The next day the police texted me and said it wasn't illegal so they were closing the case - however by then I had written to the Head of Finance at the BBC. I send them the crime reference number and told her only legal option was to take me to court, ie get a search warrant. I told her that if they lied to a court to argue the case for one I would persue them for an to pervert the course if justice. They send a letter backing down and I have never heard from them since - I did say I would call the police if they turned up mind. I think you have to be very tough with them.
I actually think these stupid letters are pretty useful - I collect them & keep them with my camping gear to help with getting a nice warm fire on the go. Cheers, Jon - you have another subscriber!

A debt needs to be established before collection is carried out. This has not happened because you do not have a contract with TV licensing like other utilities eg. Gas, Electric, Broadband. That letter is unlawful.
Maybe not. Akinika have revenue of about 12 million a year and are part of Capita. Paying by instalments may be a contract with Capita and bingo they can come after you if you stop paying.
I have limited capability and mobility. I was woken up at 8am by someone continually ringing my buzzer to enter the flats i live in. He ended up waitin 15 mins for me to get dressed and get to the door. I opened the door and he said he was from tv licensing so i told him to go forth and multipy and shut the door on him. Fool
