TBH, I think that Goomba and Koopa Troopa would actually be really good. Both have *t o n s* of variations in both the main series and in rpg titles. Koopa Troopa could be a more defensive type of fighter that represents *all Koopas* while Goomba could make for a fun joke character focused on placing his ranks in proper position
Just need to make a Final Smash for them.

Hammer bro and boo are the two characters that stand out to me as having the most potential for smash movesets. Also, GOD the amount of work it would take but what if every smash character was a Pokémon
I think that ones like Goombas would be enemies by using the skills of each of its sub-types to fight alongside him, much like you did with Hammer Bro.
I know it's not an option but chargin' chuck. Think about it. He can charge, throw baseballs and footballs, he can clap and use his shovel.
also, hammer bro's final smash should be summoning a mario maker lvl and killing everybody with hammer bro spam
You Should do you like 20 of these and then put them all together and see who is the best
Another Idea is that all with shells, even if they have never actually used their shells in any other game, not even side or RPG games. They should be able to use their shells in Smash Ultimate!

More of a Mario Bros 2 Rep than anything but he could have definitely have moves pulled from Yoshi's Island. Actually a guy made a Shy Guy Moveset in Rivals of Aether and I think Down B references Stilt Guy

after seeing the plant pop up, all of these are reasonable. hammer bro would make so much more sence.
I think lakitu would be like a mix of Isabelle and bowser jr. Floating in his cloud like the clown car. Using his fishing rod like Isabelle. Maybe even replace the mechakoopas with spinys. But one idea I have is for his final smash he could use his camera pole and do a "screen shot" throwing a bunch of spinys on stage while taking flash photos of the other players that launch them.
Bob-Omb would probably use other enemies (Primarily a 'pet Chain Chomp) for his moveset and his game plan would probably be approaching with his impressive projectile game and zoning. He would probably also have decent close up options, as well.

Goomba could use the super leaf and cat bell for some attacks and he could use a spike top from the rpg Mario games and lung strait into the air spiking exponents right at the tip of the spike.
I have a genius idea to integrate these baddies. Why not put the Captains from Mario and Luigi remakes and apply it into these minions. Like, Shy Guys and their various control stuff like Lava Bubbles, Bullet bills and etc. Captain Goomba make minions attack and etc. I want like a main captain minion with their minions doing stuff. That would be unique! Like imagine this, if Andy from Advanced wars gets into smash, and there would be an 8 player smash with the other 7 being different baddies. I mean, we could even have the Goombas having their other skins being baddies that resemble them, making it being echo fighter but as alternate costumes.
I think the ice, boomerang, fire and big versions for each Hammer Bro could be the Hammer Bro's skins.

His special attack is maybe put someone in a painting and that deals a lot of damage .
A normal attack can be that king boo throws a spike ball, a another attack can be that king boo slaps the enemy with his tongue.
So have a Bill Blaster with legs and can jump?
Also, Hammer bros would basically a slower squiritle but with hammers?

The funny thing about Koopa Troopas is that with so many variations of them, it wouldn't be all that difficult to make a proper Smash move-set for them. They just need a Final Smash to complete them.
Edit: Not gonna lie, you've made a convincing argument why Lakitu should be in Smash.
Hammer bros attack could have footballs, soccer balls, Pans and other sport stuff. Then the smash attack is him becoming sledge bro
Brawlfan1 Already did a Goomba and Koopa Moveset, Shy Guy is a really cool enemy to represent Mario 2, Boo would be fine but King Boo would be way better since he represents Luigi's Mansion, And Lakitu could work.
Also Bullet Bill could have a nice Moveset since someone already made a Rivals of Aether Moveset for it

Goomba: Has a lot of potential due to how many variations there are.
Koopa: Very simple compared to all the different Goombas. Not much material.
Blooper: I like your idea on him being an aerial fighter. This could be interesting.
Buzzy Beetle: Same case with Koopa, except even less material and a lot less limbs.
Hammer Bro: Combining him with the other Bros would make a cool character.
Cheep Cheep: They manages to find a way to get Plant moving, but how on earth are they gonna get a friggin’ Cheep Cheep anywhere?
Lakitu: While not much to go off of, the versatility of a cloud could make a moveset on its own.
Lava Bubble: This thing would explode once it touches the stage.
Spiny: On its own, it’d be a similar case of Buzzy. However, I could see him combo-ing with Lakitu pretty well.
Bullet Bill: ...He’d have to be an aerial fighter, I know that much.
