They were married and driving on Clopper Rd in Montgomery County Maryland when the inspiration for the song came to them. I live just a few miles from Clopper Rd. Today there is a lot of development but back then it was very rural. Maryland did not fit in the lyrics so they used West Virginia.

My dad was born in Elwood city, Pennsylvania, but grew up in Wheeling, West Virginia and was a die-hard Mountaineers fan and watched a lot of their games and every time this song would play on the radio me and him would always sing along to it. He sadly passed away on August 31st 2021. Rest in peace dad.
You should definitely visit West Virginia, rent a side by side, probably a guide for your first time which is pretty cheap, and ride the Hatfield and McCoy trails. It's beautiful and lots of fun. It's beautiful scenery and a total blast!
