Engineers are neglected in sri lanka. This is the prime reason for their mass migration to Australia. There is no point to stay in sri lanka for 70,000 rupee salary when they could easily get PR and earn about 20 lakh rupees per month
We all talk about rebuilding the country, new strategies, new development programs and everything. To plan, evaluate, review and initiate these, the country needs the support of technical expertise. But currently these experts are migrating like never before. Question arises what do our decision makers do to retain them.
The secret behind the success of other developed and developing country is they know the value of an Engineer and they give at most recognition to the Engineers. But our country is happily giving away the Engineers without knowing the adverse effect of it to the country. This video explains this situation very clearly. I am a Civil Engineer. I was out of jobs as the project I worked was closed due to to present financial crisis. Now after almost 2 years and submission of countless Cv to Countless companies I have lost hope. My only recommendation to young generation is never select engineering as your carrier.
A realistic heart breaking situation of Engineers in Sri Lanka.. This is definitely due to less salary and no proper recognizition of their service... The shortage of Engineers in the future Sri Lanka will be a great question mark ..this can lead to downfall in the economy mainly in food & agriculture, collapse of structures, roads, bridges etc.. Engineers are behind the scene actors whose service is not recognized as the benefits are long-term and not visualized by a common man.. This cannot be handled by any other professional than the Technical expert- the Engineer in the fields of Civil Engineering, Electrical & Electronics Engineering, Mechanical Engineering and all other Engineering sectors.. Government has to take some immediate action to scrutinize and promote Engineers making them stay and get their services effectively.. All other services are supporting services and cannot be effective without an Engineer's service... Backbone of a country's development is mainly through the Engineers .. You can see Singapore as one of those examples which started from scratch..
This is the bitter truth that everyone needs to know about how the most educated and the most talented people in the country are treated. Migration has become the one and only solution for most of the Engineers today to protect their professional dignity and personal development, because the most of the developed countries know the value of an Engineer to the development of a country. So, if the government is used to sleep furthermore, there might not a future for the Sri Lanka and this is the most suitable time to take immediate actions regarding this matter. ඉංජිනේරුවන්ට බොහෝ විට ක්ෂේත්රයේ ප්‍රවීණතාවයක් නොමැති නිලධාරීන් එහෙම නැත්තම් තාක්ෂණික නොවන පුද්ගලයින් සමඟ තමයි වෘත්තිය ගනුදෙනු කරන්න වෙන්නේ . බොහෝ ප්‍රසම්පාදන කමිටු හා තාක්ෂණික ඇගයුම් කමිටු සමන්විත වන්නේ තීරණ ගැනීමට අවශ්‍ය දැනුම නොමැති තාක්ෂණික නොවන නිලධාරීන්ය. එම නිසා ඉදිකිරීම් ක්ෂේත්රයේ ගනු ලබන තීරණ වල ගැටළු රැසක් ඇත . ව්යාපෘති අධීක්ෂණ දෙපාර්තමේන්තුව, ජාතික සැලසුම් දෙපාර්තමේන්තුව යන දෙපාර්තමේන්තුවල මගින් ව්යාපෘති අනුමත කිරීම සහ අධීක්ෂණය කිරීම සිදු කෙරුනද එම ආයතන තුල ඉංජිනේරු නියෝජනයක් නොමැත .
රාජ්‍ය අංශයේ ඉංජිනේරුවෝ වැඩ කරන්නේ කොන්ත්‍රාත් ආයතනවල ඉන්න ක්ෂේත්‍රය පිළිබද දැනුම සහිත ඉංජිනේරුවෝ හා ව්යාපාරිකයන් සමග . ඉතින් ඔවුන් එක්ක වැඩ කරද්දී විශේෂයෙන්ම මහජන බදු මුදල් ආරක්ෂා කරන්න රජයේ ඉංජිනේරුවෝ අතිදක්ෂ වගේම කල්පනා කාරීව වැඩ කල යුතු වනවා.
අධික බර පටවා ඇති ඉංජිනේරුවන්ගෙන්අපේක්ෂිත ප්රතිඵල ලබා ගැනීමෙන් වළක්වයි. ඉංජිනේරුවරයෙකුගේ වගකීම මොකද්ද කියලවත් ඔවුන් දන්නේ නැහැ .සේවක සංඛ්‍යාව අනුමත කිරීමේ වගකීම දරන කළමනාකරණ සේවා දෙපාර්තමේන්තුවේ නිලධාරීන්ට මෙම වෘත්තිය සහ එහි අවශ්‍යතා පිළිබඳ අවබෝධයක් නොමැත. ඉංජිනේරුවෙකුගේ නියෝජිතයෙකු නොමැතිව අනෙකුත් ක්ෂේත්‍ර නොසලකා හරිමින් අත්තනෝමතික ලෙස තම සේවාට අයත් සේවක සංඛ්‍යාවන් පමණක් අනුමත කර ප්‍රමාණාත්මක වශයෙන් එම සේවාව පමණක් අත්තනෝමතික ලෙස දිගු කර ඇත.
විෂය දැනුම ඇති ඉංජිනේරුවන් දැරිය යුතු බොහෝ අතිරේක ලේකම් /අධ්‍යක්ෂක යන තනතුරු පරිපාලන සේවා නිළධාරින් විසින් දැරීම හාස්‍යට කරුණක් වන අතර එමගින් බොහෝ ව්යාපෘති අසාර්ථක වීම දැකිය හැක .
ඉංජිනේරු සේවයට අදාළ අමාත්‍යාංශයක නොපිහිටවා ස්වදේශ කටයුතු හා පළාත් පාලන අමාත්‍යාංශය යටතේ ඉංජිනේරුවන්ට නොගැලපෙන වැටුප් තලයක තබාගෙන ඔවුන්ව පීඩනයට ලක් කරමින් සේවය ලබා ගනී. ඉංජිනේරුවන් විසින් දැරිය යුතු තනතුරු (ඉංජිනේරු සේවා අධ්‍යක්ශක තනතුර පවා) SLAS - පරිපාලන සේවයට නතු කරමින් ඉංජිනේරු වැටුපද ඔවුන්ගේ වැටුප් තලය තුළම රඳවාගෙන සිටීම අතිශය කණගාටුවට කරුණකි.
SLAS සේවාවේ පාලනය යටතේ පවතින ESB, දැනට පවතින අනුමත සේවක සංඛ්‍යාව තුළ පවා පුරප්පාඩු පිරවීමට හෝ නව බදවාගැනීම් ක්‍රමානුකුලව කිරීමට මෙතෙක් කටයුතු කර නැත. උදාහරණයක් ලෙස, 2024 ජනවාරි 1 වන දිනට පුරප්පාඩු විශේෂ ශ්‍රේණියේ තනතුරු මෙතෙක් පුරවා නොමැති අතර ඔවුන්ගේ සේවාවට අයත් පුරප්පාඩු කඩිනමින් පුරවනු ලැබේ. මීට අමතරව, PSC කමිටුව මූලික වශයෙන් සමන්විත වන්නේ තමන්ගේම සේවයට අනුග්‍රහය දක්වන විශ්‍රාමික SLAS නිලධාරීන්ගෙන් බැවින් හා PSC හි වැඩ කරන මාණ්ඩලික ශ්‍රේණියේ සියලුම නිලධාරීන් SLAS පමණක් රාජකාරී කරන අතර අනිකුත් සේවාවන් හා ඉංජිනේරු නියෝජිතයන් නොමැති වීම ගැටලුව තවත් උග්‍ර කරයි. එම නිසා ඔවුන් නියෝජනය කරන සේවාවට පමණක් විශේෂ කොට තීන්දු තීරණ ගනු ලැබේ
රාජ්‍ය සේවාව තුල SLAS මාෆියාවක් ක්‍රියාත්මක වන අතර රාජ්‍ය බිද වැටීමට දේශපාලනඥයන්ට වඩා මෙම නිලධාරී කොටස වගකිය යුතු බව රාජ්‍ය අංශයේ බොහෝ පිරිස් දන්නා කරුණකි . කැබිනට් පත්‍රිකාව කැබිනැට්ටුවට ඉදිරිපත් කිරීමට නිර්දේශ කරන කැබිනට් අනුකමිටුව නියෝජනය කරනුයේ SLAS නිරධාරීන් වන අතර රටේ ආර්ථිකය කඩා වැටීමට ඔවුන් සෘජුවම වග කිවයුතු වේ .

ඉංජිනේරුවන්ගේ වටිනාකම දන්නා, හොඳ වේතනයක්, පිළිගැනීමක් ලබා දෙන සහ ප්‍රතිපත්ති තීරණ ගැනීමේ දී ඔවුන් සමඟ හවුල් වන රටවල් අවසානයේ තිරසාර ආර්ථික සංවර්ධනයක් ඇති කරයි
ටිකක් වයසක ඉංජිනේරුවො ඒකාලෙ හැටියට ඒ වැටුපෙන් ගෙයක් දොරක් හදාගත්තා, ඒත් දැන් ඉන්න තරුණ ඉංජිනේරුවෙක්ට ඉඩම් කෑල්ලක් අරන් පඩියෙන් ලෝන් එක ගෙව්වට පස්සෙ කන්ඩ බොන්ඩ ඉතුරු වෙන්නෙ රුපියල් 25000-30000ක් වගේ ගාණක්, පුදුම අසරණ වීමක්, ඉංජිනේරුවෙකුට හිත හදා ගන්න තිබ්බ මේක එලියෙ ඉංජිනේරුවෙක්ගෙ වැටුප නම්, ඒත් ලංකාවෙ පෞද්කලික ආයතන වල ඉදිකිරීම් යනවනම් ලක්ශ 2 හමාරක පමණ වැටුපක් ඉංජිනේරුවෙක්ට ලැබෙනව. පිටරට අවස්ථාගොඩයි. එහෙම තියද්දි හේතු දෙක තුනක් නිසා රාජ්‍ය සේවයේ ඉන්න අතලොස්සට සුදුසු වැටුපක් නොලැබෙනකොට කලිකිරීමක් ඇති වන්නේ නැද්ද!!!
නමට විතරක් රජයේ විධායක ශ්‍රේණීයේ කියනව. Art degree වලින් ආපු ශ්‍රී ලංකා පරිපාලන සේවය (SLAS) වගේ සේවා වල ආයතන ඇතුලෙත් ඉංජිනේරුවො හිරකරගෙන අවම පහසුකම් දීල, වැටුප් තලෙත් එයාලගෙ වැටුප් තල වලම හිරකරල තියන් ඉන්නව.
එයාලට ඔය සේවයෙන් පිට දෙයක් කරන්න බැරි නිසා කූඬැල්ලො වගේ එල්ලිලා මුලු රටේම පාලනය අතට අරන් ඉංජිනේරු සේවයේ සුදුස්සො සුදුසු තනතුරු වලට නොයොදාගෙන අඩු පඩියට ඔවුන්ට සේවය එපා කරවනවා.
ප්‍රයිවට් කම්පැනි වල ඉන්න නාකි ඉන්ජො තමා අඩු පඩියට අලුත් උන්ව ගන්නෙ.
තව එකක් තමයි අපේ රටේ වැඩකරන ආයතනයට අනුව වැටුප් වෙනස් වෙනවා. මහ බැංකුවේ එක වැටුප් මට්ටමක් ගෙවනවා, විදුලි බල මණ්ඩලය තවත් වැටුප් ප්‍රමානයක් ගෙවනවා, වාරිමාර්ග දෙපාර්තමේන්තුව තවත් වැටුප් ප්‍රමානයක් ගෙවනවා, එකම රටේ එකම තනතුරට මොන ආයතනයේ වැඩ කලත් එක හා සමාන වැටුපක් ගෙවිය යුතුයි.
රැකියාවේ අවදානම සහ අනිකුත් කරුනු සලකා බලා යම් වෙනසක් කර තිබුනාට වරදක් නැත.
නමුත් එකම රැකියාවට ආයතනය වෙනස් වීම මත වැටුප වෙනස් වීම නිවැරදි විය යුතුයි.
වෙලාවකට හිතෙනවා මේකෙන් අයින් වෙලා water board එකේ මනු කියවන්න යන්න... ඒත් අපේ ජීවිතේ හොදම කාලෙන් අවුරුදු ගානක් ඉගෙන ගන්න කැප කරල, එහෙම කරන්නෙ ඇයි කියල හිතෙනකොට මාර අසරණ වෙනවා... ඒ වෙලාවට හිතෙනවා පිට රටකට යනවමයි කියල.. ආයෙ ටික වෙලාවකින් හිතෙනවා මේක අපේ රටනෙ කියලා.. අපි හිංදා රටේ අසරණ ගොවියන්ට ,මිනිස්සුන්ට වෙන සේවය මතක් වෙනව.. ආයෙත් මේ රස්සාවෙම නතර වෙනවා...
තමන්ගේ වේතනය වෙනුවෙන් වගකීම් යුතුකම් බිල්ලට නොගන රජය සහ මහජනතාව වෙනුවෙන් තමන්ගේ කාර්‍ය භාරය නිසි ලෙස ඉටු කරන රාජ්‍ය සේවයේ ඉංජිනේරුවන් වෙනුවෙන් සාධාරණය ඉටු විය යුතු කාලයයි මේ

We all talk about rebuilding the country, new strategies, new development programs and everything.
To plan, evaluate, review and initiate these, the country needs the support of technical expertise.
But currently these experts are migrating like never before. Question arises what do our decision makers do to retain them.
රාජ්‍ය සේවය ඉංජිනේරුවරැන්ගේ පුරප්පාඩු කවදාවත් පිරෙන්නේ නැහැ, සමහර අවස්ථාවලදි නව පත්විම්වලින් 20%ක්වත් වැඩ බාරගන්න එන්නේ නැහැ. එන කිහිප දෙනා මුලදිම trap වෙනවා. අඩු පොලියට ණය ගන්නවා, quarters එකට යනවා වගේ දේවල්. තත්වය තේරැම්ගන්නකොට දාලා එන්න බැරි වෙනවා, ණය සෙට්ල් කරන වගේ ගැටලු, පෙන්ෂන් එකත් නැහැ, epf එකත් නැතිවෙන වගේ දේවල්. එතකොට මිනිහා අයින්වෙන්නේ නැතිව ඉන්නවා. ඊලගට පඩි අඩුකමට අමතරව තව ගැටලුවක් එනවා ජේෂ්ඨ වෙනකොට, ඌ වඩා ගොඩක් කණිෂ්ඨ පරිපාලන සේවයේ අය ඉංජිනේරුවාට වඩා ඉහල තනතුරකට ගිහින් ඉංජිනේරුවට උපදෙස් දෙනවා, ඊලගට තියෙන හිනමානය නිසා ඉංජිනේරුවා ලවා සර් කියාගන්නවා. ඇත්තටම මුලු රාජ්‍ය සේවයම පුතිසංස්කරණයකට යායුතුයි වගේම වෙලදපොල වටිනාකම අනුව වැටුප සකස්විය යුතුයි. ඒකට රාජ්‍ය සේවයේ තියෙන ලොකුම බාධාව වෙලදපොල වටිනාකමක් නැති නමුත් සියලු තිරන ගන්නා පරිපාලන සේවය. දැනටත් රාජ්‍ය සේවයේ ඉන්නා සියලු වෘත්තිකයන්ගේ වැටුප ඉහල දැමිමට තිබෙන බාධාව පරිපාලන සේවයේ අයගේ වැටුපට වඩා ඉහල වැටුපක් වෘත්තිකයන්ට ලබානොදිය යුතුය යන පරිපාලන සේවය දමා ඇති නිර්ණායකය
IQ level එක ඉහළ නිසාම ඉංජිනේරුවෝ සාමාන්‍යයෙන් සරලයි. ඒ නිසා වෙන්න ඇති මේතාක් මේ ගැන සමාජය දැනුවත් නොකලේ. ඒත් අද ඔය වගේ අඩු පඩියකින් කොහොමද ජීවත් වෙන්නේ . ඉංජිනේරුවෝ නිසා ඔහුන්ට යම් සමාජ මට්ට්මක් maintain කරන්නත් වෙනවනෙ. නෑ බෑ කියන්න බෑනේ. ඒ නිසා එයලට පඩි වැඩි වෙන්න ඕනේ මේ රටෙ ඉන්නනම්

But our country is happily giving away the Engineers without knowing the adverse effect of it to the country. This video explains this situation very clearly. ඉන්ජිනේරු මහත්ම මහත්මීන් සඳහා ලැබිය යුතු වැටුප් සහ වරප්‍රසාද නොලැබීම පිලිබඳව මා ඉන්ජිනේරුවකු නොවුනත් ඒ පිළිබඳව කනගාටුවට පත් වුනෙමු. අධ්‍යාපනයෙන් තෝරා ගන්නා හොඳම පිරිස ඉන්ජිනේරුවන් ලෙස අපගේ විශ්වවිද්‍යාල වලින් සමාජයට යොමුකලත් ඔවූන්ගෙන් නියම වශයෙන් සේවය ලබා ගන්නේ විදේශ රටවල් බව මේ වනවිට පැහැදිලි වී අවසන්. උදාහරන ලෙස නාසා ආයතනයේ ඉතා විශාල ප්‍රමානයක් ඉන්ජිනේරුවන් සේවය කරන්නේ මොරටුව විශ්වවිද්‍යාලයේ අය බව මා අසා ඇත්තෙමි.
අප රටේ සිදුවී ඇත්තේ එහි අනිත් පැත්තයි. ඉන්ජිනේරු මහත්ම මහත්මීන් නිසි ඇගයීමකට ලක්වන්නේත් නැහැ ඔවුන්ට නිසි ප්‍රථිලාභ ලබාදෙන්නෙත් නැහැ. අප රට කරවන්නන් ලෙස අප පත් කරන්නන් ඉන්ජිනේරු මහත්ම මහත්මීන්ට නිසි ඇගයීමක් නොකර හරියාකාරව මෙහෙය නොවීම නිසා අදත් හෙටත් සංවර්ධනය වෙමින් පවතින අතර දුගී බවින් තව තවත් ප්‍රපාතයට යමින් පවතියි. විදේශ රටවල් දියුණුවෙන් දියුණුවට පත්වී ඇත්තේ ඉන්ජිනේරුවන් සකස් කල සැලසුම් ක්‍රියාත්මක කිරීම නිසාය. මෙම කරුනු සිංගප්පූරුව මැලේසියාව ඇමරිකාව ආදී ඕනෑම රටක් දිහා බැලුවොත් සත්‍ය බව දන්නෝ දනිති. එම කරුනු අවිවාදිතව මා පිලිගනිමි.
මෙම සාකච්ඡාවේදී මතුකල කරුනු නිවැරදි බව සහ අනිවාර්‍යයෙන් ම නොවිසඳුව හොත් රට සෑම අංශයකින් ම ප්‍රපාතයට යන බව මමද පිලිගනිමි.

මෙම සාකච්ඡාව සහභාගී වන සූරියබන්ඩාර මහතා සහ සිරිවර්ධන මහත්මිය වසර තුනක පමන සිටමා හොඳින් දන්නා දෙදෙනෙකි. මෙම දෙදෙනා තම වගකීම හරියාකාරව ඉටුනොකිරීම නිසා නිල්වලා පහල නිම්නයම විනාශකාරී තත්වයකට පත්ව ඇති බව මේ වනවිට සියලුම දෙනා දන්නා කරුනකි.

ඒක මහා අපරාදයක්. මේ දෙදෙනාම සිරිවර්ධන මහත්මිය ඉතා අඩුවෙන්, නිල්වලා ගඟේ ලවණ බාධකයේ සැලසුමේ ඇති වැරදි නිවැරදි කර ගැනීමට ගොවිජනතාව ගේ අදහස් දැක්වීම සහ උත්සාහය වැලැක්වූ දෙන්නෙක්.
මේ අය ලස්සනට ප්‍රශ්නය ඉදිරිපත් කරනවා. ඒත් විසඳුම් ක්‍රියාත්මක කරන්න තරම් අවබෝදයක් නැහැ. අපිට පේන විදියට මොවුන් විභාග පාස් වෙලා තියෙනවා. ප්‍රායෝගිකව වැඩක් කරන්න තේරෙන්නේ නැති බවක් අපට පේනවා. කතාවට නම් දක්ශයි. ඒත් ක්‍රියාව ??????

I am a Civil Engineer. I was out of jobs as the project I worked was closed due to to present financial crisis. Now after almost 2 years and submission of countless Cv to Countless companies I have lost hope. My only recommendation to young generation is never select engineering as your carrier.

A realistic heart breaking situation of Engineers in Sri Lanka.. This is definitely due to less salary and no proper recognizition of their service... The shortage of Engineers in the future Sri Lanka will be a great question mark ..this can lead to downfall in the economy mainly in food & agriculture, collapse of structures, roads, bridges etc.. Engineers are behind the scene actors whose service is not recognized as the benefits are long-term and not visualized by a common man.. This cannot be handled by any other professional than the Technical expert- the Engineer in the fields of Civil Engineering, Electrical & Electronics Engineering, Mechanical Engineering and all other Engineering sectors.. Government has to take some immediate action to scrutinize and promote Engineers making them stay and get their services effectively.. All other services are supporting services and cannot be effective without an Engineer's service... Backbone of a country's development is mainly through the Engineers .. You can see Singapore as one of those examples which started from scratch..
This is the bitter truth that everyone needs to know about how the most educated and the most talented people in the country are treated. Migration has become the one and only solution for most of the Engineers today to protect their professional dignity and personal development, because the most of the developed countries know the value of an Engineer to the development of a country. So, if the government is used to sleep furthermore, there might not a future for the Sri Lanka and this is the most suitable time to take immediate actions regarding this matter. All Engineers should have a justification for their sound knowledge, abilities, talents and then it will definitely direct country to the correct path.

We have the energy, knowledge and the capacity. Please get the utmost benefit of the engineers for the development of the country.
In this discussion, the importance of keeping the Engineer in the country is explaining well including the risk of leaving them from the Country. Those who are taking the decisions about the future of the Country, these things must be considered.
Countries which know the value of Engineers, provide good remuneration, recognition and partner with Engineers in Policy Decision making, eventually result in Sustainable economic Development.

The media should take the lead in promoting the awareness of general public about the brain drain and its consequences more & more. The general public should also know whether where the engineers are assigned, located and how much big responsibilities they take, compared with the salary.
The increasing migration of engineers is concerning. Their expertise drives innovation and economic growth. Retaining our talent is crucial for addressing domestic challenges effectively.
